Clara Julia Batanda is a Ugandan engineer and academic specializing in telecommunications engineering, computer networks, and digital infrastructure development. She serves as a Lecturer in the Department of Electrical and Computer Engineering at the College of Engineering, Design, Art and Technology (CEDAT), Makerere University. Her teaching and research focus on network systems, telecommunications technologies, and ICT applications in engineering, equipping students with practical skills for Uganda’s growing digital economy.
She holds a Bachelor of Science in Telecommunications Engineering from Makerere University and has professional experience as a Core Network Engineer with Uganda Telecom, where she contributed to the design, optimization, and maintenance of core network systems. This dual role in academia and industry positions her at the intersection of research, teaching, and applied engineering practice.
Her research interests include network optimization, ICT for development, digital infrastructure resilience, and sustainable telecommunications systems, reflecting her commitment to advancing Uganda’s digital transformation.
