Dr. Sheila Mugala Ndoboli is a Ugandan electrical engineer and academic specializing in wireless communication systems. She earned her PhD in Electrical and Computer Engineering from Makerere University in 2026, with her dissertation focusing on the performance analysis of aerial-assisted cellular networks. She also holds a Master of Science and a Bachelor of Science in Electrical Engineering, both from Makerere University. Since 2006, Dr. Ndoboli has served as a Lecturer in the Department of Electrical and Computer Engineering at Makerere University, where she teaches and supervises students in telecommunications and network engineering. Her research interests include wireless networks, UAV-assisted cellular systems, radio resource management, and energy efficiency in heterogeneous networks, with a particular focus on reinforcement learning methods for network optimization. Through her teaching, mentorship, and pioneering research, Dr. Ndoboli contributes to advancing Uganda’s digital infrastructure and shaping the future of wireless communication technologies.
