Dr. Mugume is a Lecturer of Civil and Environmental Engineering, at Makerere University, Department of Civil and Environmental Engineering, where he is a leading academic, researcher and consultant in Water systems and Hydraulic engineering.

He has over 16 years’ experience in planning, modelling, detailed design, and construction supervision of large-scale engineering projects, including urban water, urban drainage and flood management systems, dams, highway drainage and bridges. He holds a PhD in Engineering from the University of Exeter, (United Kingdom), an MSc in Environmental Engineering and MBA in Technology Management from Hamburg University of Technology, (Germany) and a Bachelor of Science in Civil Engineering (1st Class) from Makerere University, Kampala.

His research interests include: urban water, hydrological and hydraulic modelling, flood risk assessment, blue-green infrastructure and water system adaptation and resilience studies. Seith has authored/co-authored over 20 peer reviewed journal articles and conference proceedings in leading international journals and conference proceedings. In addition, he has co-authored 1 design manual and 1 policy paper in Uganda and is a reviewer for various international peer reviewed journals.
